Are women obligated in this bracha?

Since birkat ha’ilanot seems to be specific to the month of Nissan, it could be mistaken for a time-specific mitzva which is only a man’s obligation.

However, the bracha can actually be said at any time that trees flower (for example, in Australia, Tishrei is the flowering season). It’s not actually bound to a specific time even though it’s been accepted to say the bracha in Nissan because that is the general flowering time. Therefore, women are obligated to say the bracha and should try to do this mitzva.
